Designers of distributed information systems have to resolve issues like allocation of files among nodes of distributed database. This is known as the file allocation problem. However under the conditions of present-day communication networks with adaptive routing the specified issue cannot be fully defined analytically since functional constraints are of algorithmic nature and are correctly verified only with simulation model of the system. This paper presents iteration analytics-simulation approach. An integer programming model that can be applied in designing these systems is formulated. Heuristic and optimal solution procedures are developed. Functional constraints are verified at each iteration with the help of simulation model.
